President of Local 284
New Policies and Procedures Manual
Dear NetJets Flight Attendants:
After extensive discussions and with the advice of the Flight Attendant Executive Council (“FAEC”), the Local 284 Executive Board has determined it is appropriate to amend certain provisions of the FAEC Policies and Procedures Manual, specifically those provisions dealing with the composition and election of the FAEC. These amendments are being made in accordance with Article IV, Section 1 of the Policies and Procedures Manual, which provides:
It is recognized that the Policies and Procedures described herein may require amendment from time to time in response to the changing needs of the membership. No amendment shall alter the term of office of any serving FAEC member. Amendments to these Policies and Procedures shall be by action of the Local 284 Executive Board or by a vote of the members in good standing, as determined by the President of Local 284, with advice from the FAEC, FAEC subcommittees or members in good standing.
A revised version of the new FAEC Policies and Procedures Manual is available for download at http://netjetsflightattendants.com/?p=29 from the Flight Attendant website (www.netjetsflightattendants.com and found under Important Documents at the top of the homepage). The amendments made are as follows:
- The number of elected FAEC members contained in Article I, Section 2.A. has been changed from 5 to 4. This change brings the Policies and Procedures Manual in line with Section 18.4 of the 2015 Flight Attendant Collective Bargaining Agreement, which provides, “The FAEC shall consist of four (4) Flight Attendants.”
- Section 3 of the Policies and Procedures Manual has been amended to provide that “a Local 284 officer, trustee or business agent shall carry out the duties of a fifth FAEC member and Chair of the FAEC and may, in his or her discretion, delegate such duties to an FAEC member(s).” Under the special procedures of Article I, Section 5 of the Policies and Procedures Manual related to NetJets International, Inc. (“NJI”) that are currently in effect, Local 284′s President has been serving as the fifth FAEC member and Chair of the FAEC since 2011. It was determined that this process works quite well and although the special procedures are no longer required (see next bullet point), the Local 284 Executive Board and FAEC have decided to maintain this structure in the amended Policies and Procedures Manual.
- Article I, Section 5 of the Policies and Procedures Manual related to special FAEC procedures in the event of an NJA and NJI merger is no longer necessary and is being deleted from the Policies and Procedures Manual.
In accordance with these amendments to the Policies and Procedures Manual, the Union will soon be issuing a Notice of Nominations for 4 FAEC positions for 3-year terms beginning on January 1, 2017. All members in good standing, regardless of fleet designation, are eligible to be nominated for and to vote for FAEC positions. Details regarding the nomination process and an election timeline will be contained in the Notice of Nominations.
